Initiation and coordination of joint activities with the Jewish Agency and other public and government bodies on the local level.

Employment Division: Nechama Nachmias, Director
Functions:
Planning and organization of courses in accordance with the needs of the immigrant population in the region, and authorization of participation in other courses not organized by the Ministry.
Promotion of placement in employment; authorization of financial assistance to employers of new immigrants
Guidance centers; operation and supervision of guidance centers.
Vocational ulpan; implementation of ulpanim for various professions.
Employment needs; determining the employment needs of the immigrant population in the region.
Employers; contact with employers and locating places of work.

Housing Division: Nili Nizri, Director
Functions:
Public Housing; consolidation of the supply of public housing units which were transferred to district offices by the Main Office.
Housing committees; coordination and monitoring of housing committees that allot public housing apartments, according to waiting lists.
Examinations; examinations of the distribution and occupancy procedure of apartments.
Housing for the severely disabled; setting up of committees to allot public housing to the severely disabled, and recommendations of eligible recipients to national committees.
Instruction; professional instruction for bureau housing coordinators.
Caravan sites; coordination with directors of the sites, and allotment of public housing apartments to the residents.
Public inquiries; handling of public inquiries regarding housing.

The Student Authority : Anette Krasnopolski, Director
Functions:
Educational Institutions; contact with educational institutions on academic issues, student welfare, and financial aid to immigrant students.
The Jewish Agency; contact with the Jewish Agency on issues such as publicizing and marketing of institutions and programs abroad, special aliyah programs, and receipt of information from aliyah desks on the arrival of students from abroad.
Counselors; selection, training, and supervision of dormitory counselors.
Ulpanim; handling of kibbutz ulpanim and ulpanim for young adults.
Preparatory courses for high school matriculation for Ethiopian immigrants, and contact with Association for the Advancement of Education.
Student Services; registration information for institutions of higher education, determining personal eligibility for Student Authority assistance, referral to kibbutz ulpan or summer ulpan, approval of tuition subsidies following registration for studies, referrals to student dormitories and for tutoring, stipends for students in need, monitoring of students' progress, organization of social and cultural programs.

Community Absorption: Ilana Furman, Director
Functions:
Steering Committees for Community Absorption; assistance to local authorities for establishing up steering committees.
Budget Allotment; financing of local authority projects for community absorption.
Support; recommendations for granting of financial aid to organizations that operate community absorption programs, guidance and assistance to organizations eligible for Ministry support.
Special Projects; initiating and encouraging special projects for the social absorption of new immigrants that emphasize the importance of maintaining ties to their culture.
Social Worker Tatiana Osahdechi
Responsibilities:
Handling of social welfare problems of large groups; identifying problems common to a large number of immigrants or particular groups, and finding solutions. Monitoring implementation of solutions.
Local Authorities; cooperation with social services departments of the local authorities in order to help new immigrants in need, or those requiring chronic care.
Coordinators at District and Branch Offices; guidance given to absorption coordinators to improve handling of social welfare problems.
Development of Social Welfare Policy; participation in the development of Social Welfare policies.
Public Inquiries: Miriam Sofer, Director
Responsibilities:
Immigrant inquiries; referral of inquiries to appropriate departments, assistance with clarification of inquiries.
Inquiry Conclusions; examination of findings and replies to inquiries.
Follow-Up; registration and follow-up of inquiries, and the processing of inquiries.
General Conclusions; recommendations for changes in policies or procedures as required.
Ethiopian Immigrants Coordinator: Eti Ohayon
Responsibilities:
Coordinating activities for Ethiopian immigrants in various communities and in temporary and permanent facilities.
Planning, implementing, and overseeing special activities for Ethiopian immigrants.
Commissioner of Finances and Accounts: Rima Sacharovitz
Functions:
Payment of Financial Aid to New Immigrants; responsible for processing payments of financial assistance to immigrants through the branch offices.
Support; making payments to organizations that operate Ministry-approved programs for new immigrants.
Employers; making of payments to employers who run Ministry-approved vocational training programs for new immigrants.
Instruction and supervision of bureau treasuries.
Audit of regional budget.
Administrator: Eva Choen
Functions:
Human Resources; intake of new employees, placement and advancement of district office employees.
Data Collection; transfer of information to the main office regarding employee utilization of overtime hours, travel expenses, holidays, and absences from work.
Information for Employees; providing information to employees regarding their rights and obligations.
Instruction; arranging employee participation in courses, advanced training, and study days in conjunction with the Training Division.
Maintenance; regular maintenance of facilities utilized by district employees.
Maintenance Department: Cochi Aboutbul
Functions:
Maintenance; repairs, upkeep of facilities, equipment, and infrastructure, supervision of repairmen, cleaning staff, and security guards.
Store room; maintaining the store room, equipment and tools, and providing employees with supplies.
Senior Internal Auditing Center
(this service is provided by the main office in jerusalem)
Functions:
Consolidation of auditing functions.
Auditing of Specific Areas; preparation of audits according to subjects and need, and in accordance with the goals determined by the Internal Comptroller.
Consolidation of findings.
Verification of Findings; consultation with department heads in order to verify the accuracy of findings.
Report to the Internal Comptroller; preparation of reports and their submission to the Internal Comptroller.
Computers: Irena Mirkin, Coordinator
Responsiblities:
Guidance, support, instruction to users of applications and programs.
Installing computer terminals, P.C.s, and printers at district offices, management of the storeroom for spare parts and equipment.
Maintaining contact with suppliers and technicians..
Handling of requests for hardware and installations.
Handling queries related to hardware, programs, communications, and infrastructure, and relaying information to appropriate persons for further handling.
Quality of Service: Dalia Chamo, Director
Responsiblities:
Arranging meetings and appointments within the framework of the steering committee and improvement of service.
Producing information and feedback from work teams, notices about quality of service on bulletin boards.
Publication of general information having to do with quality of service
Regional Projects: Larissa Kanonov, Director
Responsiblities:
Advancing entrepreneurial projects of immigrants in the region, according to Ministry policies.
Preparing cases for referral to the Funding Committee.
Meetings with immigrant entrepreneurs, visits to businesses, contact with the regional banks that process loans.
Profession coordination between all regional bodies involved in entrepreneurial ventures.

Functions:
Appeals committee
Preparation of cases to the committee.
Direct contact with Ministry employees for guidance and instruction.
